Depends on what you mean by better graphics because most Chinese hentai basically all have the same one art style and gets real stale real fast. Not to mention, most Chinese hentai just have basic menu clicking as gameplay so they do feel stale after playing one of them. However, Japanese hentai are predominately visual novels so they have to rely on story to be titillating. Also, depending on the company, they also get real stale with the art style as well. I mean, just look at Miel to get an idea of what I mean.

You need to understand that in Japan it's perfectly fine to make a game with lolis where they are put through the most horrible yet oh-so-delightful H-scenes known to man as long as you have a "all characters in this game are above 18" warning, while almost everywhere else this isn't enough or allowed, much less China.
